Prohibits physicians and other persons from intentionally performing abortions when the pregnant woman seeks the procedure solely because of the fetus's sex or a diagnosis of Down syndrome or genetic abnormality.

Defines "genetic abnormality" to include physical disabilities, mental disabilities, dwarfism, albinism, scoliosis, and any other physical or mental abnormality or disease that is inherited genetically.

Establishes criminal penalties of a Class A misdemeanor for first violations and a Class D felony for subsequent violations of the abortion ban.

Allows pregnant women, parents or guardians of minors, or legal guardians of incompetent women to sue for damages including actual damages, punitive damages, and statutory damages equal to three times the cost of the prohibited abortion.

Permits medical license suspension or revocation for physicians who violate the act and allows the attorney general or prosecuting attorneys to seek injunctive relief; protects pregnant women from prosecution and preserves their anonymity in civil proceedings.
