Exempts authorized emergency vehicles and drivers using hand-held devices to report illegal activity, summon emergency help, prevent injury, or relay information between transit/for-hire operators and dispatchers (if device is permanently affixed).

Permits drivers to make and receive telephone calls using hand-held devices while operating a motor vehicle.

Classifies violations as infractions and moving violations for point assessment purposes under Missouri law.

Preempts local ordinances and regulations, establishing state authority as the sole regulator of hand-held electronic wireless communications device use in motor vehicles.
