Requires copper property peddlers to obtain an annual $45 license from their municipality or county, with background checks prohibiting licensure for those convicted of burglary, robbery, theft, or receiving stolen goods within the past 24 months.

Prohibits scrap metal dealers from paying cash for copper property or HVAC components unless the seller presents a valid business license, trade license, or copper peddler's license; payments must be by check mailed to the seller's address for unlicensed sellers.

Requires scrap metal dealers to maintain detailed transaction records for three years including seller identification, date/time, description, weight, amount paid, and vehicle license plate number for all copper, brass, bronze, and aluminum transactions over $50.

Establishes criminal penalties of not less than $500 fines or up to 90 days imprisonment for knowingly selling stolen metals or willfully damaging property to obtain scrap metal; violators lose their copper peddler's license.

Prohibits scrap metal dealers from purchasing catalytic converters except from vehicle repair businesses, HVAC components without written authorization, or materials from public utilities, cemeteries, or political subdivisions without proper authorization; restricts retail hours to 6:00 a.m. to 7:00 p.m. and bans purchases from persons under 18 except aluminum cans.
