Establishes a Transitional School District in cities not within counties, governed by a three-member board appointed by the city's governing body, mayor, and board of aldermen president.

Requires the special administrative board to explore alternative governance forms, including development of a plan to divide the transitional district into four subdistricts organized around high schools and their feeder schools while sharing a common tax base.

Mandates the board submit a proposal to district voters no later than the 2014 general election regarding establishment of neighborhood schools under the subdistrict plan.

Specifies that state aid funds must be distributed to all subdistricts using the same principles as section 163.031, based on weighted average daily attendance.

Allows the State Board of Education to terminate the transitional district upon determining it has accomplished its purposes, with notice to the governor and general assembly taking effect thirty days after notification.
