Repeals and replaces section 454.530, RSMo, regarding the Family Support Payment Center operated by the division of child support enforcement.

Establishes that the Family Support Payment Center must be in operation by October 1, 1999, to receive and disburse support order payments for cases enforced by the division and cases required by federal law.

Requires employers with more than 50 employees to remit child support payments to the payment center by electronic funds transfer or other electronic/internet means made available by the center.

Permits employers with 50 or fewer employees and other persons to voluntarily choose to remit payments by check or draft without penalty.

Mandates the payment center disburse support payments within two business days of receipt, and requires annual independent audits if a contractor operates the payment center.
