Allows county commissioners, public water supply districts, soil and water districts, sanitary districts, and sewer districts to enter into multiyear asset management contracts for engineering, repair, sustainability, water quality management, and maintenance of existing water storage tanks without requiring competitive bidding.

Permits municipal corporations to contract for water storage tank services through direct negotiation or requests for proposals/qualifications, exempting such contracts from prevailing wage requirements for maintenance work.

Requires annual contract payments not to exceed the political subdivision's water utility charges minus operating expenses and outstanding debt service obligations (principal, interest, reserves, and coverage requirements).

Mandates that all work be supervised by a licensed professional engineer under chapter 327 who certifies compliance with applicable codes and engineering standards.

Allows costs for compliance repairs with federal, state, or local requirements to be itemized separately and paid over a minimum of three years, after operating expenses and debt service payments are made.
