Repeals outdated provision declaring silver coins legal tender and replaces it with comprehensive framework for gold and silver coins issued by the federal government as legal tender in Missouri.

Establishes "nonbank depository" definition as private storage firms for safekeeping and depositing of federally-issued gold and silver, subject to secretary of state regulations.

Requires nonbank depositories to obtain written authority from depositors for all transactions and use London PM fix pricing to establish gold and silver values for state purposes.

Protects privacy of monetary holdings in nonbank depositories by prohibiting disclosure, search, or seizure except through judicial warrant issued by county court with probable cause and executed by the county sheriff.

Adds tax deduction in section 143.111 for capital gains income from exchange of gold or silver held in nonbank depositories under this section.
