Reduces the court surcharge for the sheriffs' retirement fund from three dollars to two dollars in civil actions and all criminal cases, including county and municipal ordinance violations and traffic infractions.

Requires sheriffs to hold a valid peace officer license under chapter 590, with exceptions for sheriffs in first classification counties with charter government and populations over 900,000, or in cities not within a county.

Removes the restriction limiting sheriff attorney employment to first classification counties without charter government, allowing any county sheriff to employ an attorney.

Permits home rule cities with more than 400,000 inhabitants located in more than one county to assess up to seven dollars in additional court costs per municipal ordinance violation case to fund mental health, drug, and veterans courts.

Allows judges to waive additional court costs assessments for defendants found to be indigent and unable to pay.
