Expands the definition of work qualifying for a lien to include renting machinery or equipment and using rental machinery or equipment on property.

Establishes that machinery or equipment rental liens are limited to the reasonable rental value during actual use and periods of nonuse specified in the rental contract while equipment remains on the property.

Restricts machinery or equipment rental liens to commercial property with claims exceeding $5,000, and requires written notice to the property owner within fifteen business days of rental commencement identifying the rental entity and equipment being rented.

Exempts persons who use rented machinery or equipment while performing their own work or labor from the notice and threshold requirements.

Maintains existing lien provisions for work, labor, materials, fixtures, plants, and landscaping services on land and buildings.
