Repeals and replaces section 386.210, RSMo, governing Missouri Public Service Commission communications and cooperative authority

Allows the commission to communicate on regulatory matters with the public, other utilities commissions, and government agencies in person, by correspondence, or at conventions

Permits communications addressing pending cases only if made at public agenda meetings with all parties present, or if subsequently disclosed to all parties of record within one business day

Authorizes the commission to enter cooperative agreements with federal agencies and other state commissions, receive grants and contributions, and conduct joint investigations and hearings

Grants the commission authority to appear, participate, and intervene in any federal, state, or other administrative, regulatory, or judicial proceeding for all cases pending or commenced after August 28, 2013
