Repeals section 196.055 and enacts two new sections (196.055 and 265.435) relating to inspection of meat processors.

Prohibits the Department of Health and Senior Services from inspecting commercial plants for criteria already under inspection under sections 265.300 to 265.470 (state meat inspection) or under federal inspection pursuant to section 265.430.

Allows the Department of Health and Senior Services to continue inspecting commercial plants for items not covered under state meat inspection requirements or federal inspection requirements.

Maintains the Department of Health and Senior Services' general authority to inspect facilities for food, drugs, devices, and cosmetics manufacturing and processing under sections 196.010 to 196.120.
