HB 436 Summary

• Enacts the "Second Amendment Preservation Act" declaring all federal firearms regulations that infringe on Second Amendment rights invalid and unenforceable in Missouri, including the federal Gun Control Acts of 1934 and 1968.

• Lowers the minimum age for concealed carry endorsements from 21 to 19 years old, or 18 years old for active or honorably discharged U.S. Armed Forces members.

• Authorizes school districts to designate teachers and administrators as "school protection officers" who may carry concealed firearms in schools after completing approved training and obtaining a concealed carry endorsement.

• Prohibits publication of names and identifying information of firearm owners or concealed carry endorsement holders; classifies violations as a class A misdemeanor.

• Makes it a class A misdemeanor for any federal official to attempt to enforce federal firearms restrictions within Missouri; allows Missouri citizens subject to such enforcement to sue for damages.

• Prevents local governments from regulating firearms sales, ownership, or transfers, preempting all county and municipal ordinances on the subject except those conforming to state law or regulating open carry in limited circumstances.
