Allows Missouri community colleges and four-year public or private institutions of higher education, or their foundations/organizations, to authorize use of their official emblems on multiyear personalized license plates.

Requires vehicle owners to annually apply to the institution and pay an emblem-use contribution of at least $25, after which the institution issues an "emblem-use authorization statement" to present to the Department of Revenue.

Permits out-of-state university, college, or institution emblems on license plates if such emblems appeared on plates prior to August 28, 2012.

Requires all contributions from the emblem-use fees (except administrative costs) to be used for scholarship endowment or academically related purposes at the institution.

Declares the act an emergency measure to ensure motorists with valid license plates remain legally registered and to avoid unnecessary administrative plate recalls.
