Repeals and replaces sections 393.1000, 393.1003, and 393.1025, RSMo, and enacts a new section 393.1032 relating to regulation of water and sewer resources.

Expands infrastructure system replacement surcharge (ISRS) eligibility to include sewer corporations in addition to water corporations, and adds energy efficiency projects as eligible infrastructure replacements.

Removes the geographic restriction limiting ISRS to counties with charter form of government and more than one million inhabitants, allowing any water or sewer corporation to file for ISRS rate adjustments.

Creates new section 393.1032 classifying all hydroelectric generation facilities located in Missouri or owned by Missouri utilities as certified renewable energy resources effective January 1, 2018 (and all hydroelectric generation effective January 1, 2021).

Establishes that hydroelectric facilities meeting renewable energy resource definition prior to August 28, 2013, are considered renewable energy resources under sections 393.1020 to 393.1045.
