Removes the requirement that reciprocal licensing be conditional on the other state extending like privileges to Missouri licensees.

Changes the date for requiring an associate's degree or higher to January 1, 2014 (previously January 1, 2011).

Allows applicants to satisfy educational requirements by completing a board-prescribed course of instruction and training in hearing instrument fitting as an alternative to holding an associate's degree.

Establishes that beginning January 1, 2015, applicants must hold an associate's degree in hearing instrument sciences, a master's or doctoral degree in audiology, or complete board-prescribed training.

Directs the Board of Examiners for Hearing Instrument Specialists to promulgate rules establishing standards for evaluating applicants and identifying required technical knowledge and skills for licensure testing.
