Repeals and re-enacts section 290.210 to redefine "construction" to mean only new construction, enlargement, or major alteration, removing reconstruction, improvement, painting, decorating, and major repair from the definition.

Adds new definition of "major alteration" as an alteration or structural change to an existing public facility exceeding 400 square feet performed by contractors other than full-time or part-time public employees, including road and bridge-related work.

Redefines "maintenance work" to include repair and restoration of material condition or operation and painting or repainting when the size, type, or extent of existing facilities is not changed or increased.

Renumbers and reorganizes existing definitions of "department," "locality," "prevailing hourly rate of wages," "public body," "public works," and "workmen" within the statute.
