Department of Social Services must seek federal waiver to mandate photo identification for food stamp program eligibility, with implementation one year after federal approval.

Department shall issue photo identification cards to eligible household members aged 16 and older, which must be presented when exchanging benefits at retail food stores or meal services.

Temporary Assistance for Needy Families (TANF) recipients who make cash withdrawals at casinos, gambling establishments, or gaming establishments are ineligible for benefits for three years after an administrative hearing, with exceptions for grocery stores that also offer gaming activities.

Department must implement policies to prevent TANF electronic benefit transfer transactions at liquor stores, casinos, gambling establishments, and adult-oriented entertainment venues, while ensuring recipients have adequate access to cash assistance with minimal fees.

Department shall submit report by December 31, 2014 detailing implementation of policies to prevent TANF benefit access at prohibited locations and ensure recipients can access assistance with minimal or no fees.
