Repeals and replaces section 99.825, RSMo regarding adoption of ordinances for redevelopment areas, plans, and projects

Requires commissions to hold public hearings and notify all affected taxing districts before adopting redevelopment ordinances, with continued hearings allowed up to 30 days unless a longer period is requested by the chief elected official and approved by commission majority

Permits changes to redevelopment plans after public hearing without further hearing if changes do not enlarge exterior boundaries or substantially affect land uses, with 10 days' notice to taxing districts and newspaper publication required

Effective January 1, 2008, requires two-thirds majority vote by municipality governing bodies to approve redevelopment projects opposed by the commission, except in specified charter counties and their municipalities

Beginning August 28, 2013, in charter counties with populations over 950,000 or between 300,000-450,000 or 200,000-350,000, and their municipalities, redevelopment approval requires majority commission vote or approval by resolution from affected taxing districts' governing bodies within 90 days
