Prohibits any person, entity, or state agency from using manned aircraft, drones, or unmanned aircraft to gather evidence of criminal conduct without a warrant.

Prohibits use of manned aircraft, drones, or unmanned aircraft to conduct surveillance or observation of individuals, property, farms, or agricultural operations without consent, including by journalists and news organizations.

Allows law enforcement agencies to use aircraft when exigent circumstances exist (reasonable suspicion of imminent danger to life) and permits Missouri higher education institutions to use aircraft for educational, research, or training programs within their mission.

Allows recreational model aircraft use to continue without restriction.

Makes information obtained in violation of the act inadmissible as evidence in criminal proceedings and allows aggrieved parties to bring civil actions; waives sovereign immunity for the state of Missouri in violations.
