Replaces conviction-based language with "adjudication" throughout the sexual offender registry law and establishes a tiered classification system (Tier I, II, and III) for sex offenders based on offense severity.

Creates a new section 589.401 establishing petition procedures for removal from the registry, with waiting periods of 10 years for Tier I offenses, 25 years for Tier II offenses, and 25 years for Tier III juvenile adjudications.

Modifies public registry information to include tier level assignment, repeat offender status, original and most recent registration dates, and incarceration/probation/parole status; makes temporary work and school address information available by request rather than automatic public display.

Establishes registration requirements differentiated by tier: Tier I offenders report annually in their birth month, Tier II offenders report semiannually, and Tier III offenders report every 90 days.

Expands registration information requirements to include detailed vehicle/watercraft descriptions, online identifiers, passport/immigration numbers, professional licenses, and temporary lodging information for international travel with 21-day advance notice.
