Requires sheriffs to hold a valid peace officer license under chapter 590, effective immediately, with exceptions for sheriffs in first-class charter counties with population over 900,000 and cities not within a county.

Expands sheriff authority to employ attorneys at law to aid in duties and court representation, changing applicability from only first-class non-charter counties to all counties.

Establishes jail canteen/commissary revenue procedures, directing surplus funds to an "Inmate Prisoner Detainee Security Fund" for specified purposes rather than discretionary sheriff use.

Creates debt collection mechanisms allowing sheriffs to report unpaid jail costs to state courts administrator, enabling setoff of income tax refunds and lottery prizes, and suspension of concealed carry endorsements and hunting/fishing licenses for delinquent debtors.

Adjusts sheriff service fees for civil process, directing portion of fees to a fund for supplementing sheriff salary up to associate circuit judge level and for sheriff office equipment and services.
