Creates new sections of law related to highway patrol vehicle maintenance, university police authority, emergency responder protections, and false lien filing penalties.

Establishes college and university police officers' authority to enforce traffic regulations and general motor vehicle laws on campus pursuant to new regulations, with violations treated the same as municipal ordinances.

Creates endangerment of emergency responder offenses with additional fines ($35-$300 for first/subsequent violations) and point assessments for traffic violations in active emergency zones where emergency responders are present.

Adds protections for law enforcement and government officials including immunity for sheriffs conducting service of process, restrictions on spurious liens, and procedures for removing non-elected police chiefs for just cause.

Expands false statement crimes to include verbal false identification to law enforcement, enhances penalties for simulating legal process when victims are law enforcement or first responders (class D felony), and creates new crime of filing false liens (class D felony).
