Increases the Highways and Transportation Commission from six members to seven members, effective January 1, 2014, with each new appointee required to be a resident of a different Department of Transportation geographic district.

Requires the governor to appoint commissioners with advice and consent of the senate, with not more than four members from the same political party (previously three out of six).

Establishes that commission leadership shall consist of two members from opposing political parties with the most seniority, serving as chair and vice chair for one-year terms with the option to rotate positions annually.

Maintains the requirement that commissioners be taxpayers and state residents for at least five years prior to appointment, receive $25 per day compensation plus expenses, and serve six-year terms.

Allows existing commission members to continue serving the remainder of their current terms under the new structure.
