Increases the maximum annualized Infrastructure System Replacement Surcharge (ISRS) revenues from ten percent to fifteen percent of a gas corporation's base revenue level approved in its most recent general rate proceeding.

Extends the requirement for a general rate proceeding from three years to five years before a gas corporation can be approved for an ISRS.

Extends the maximum collection period for an ISRS from three years to five years unless the gas corporation files for or is subject to a new general rate proceeding.

Maintains the minimum ISRS revenue threshold at the lesser of one million dollars or one-half of one percent of the gas corporation's base revenue level.

Includes an emergency clause declaring the changes necessary for immediate preservation of public health, welfare, peace, and safety, making the act effective upon passage and approval.
