Issues temporary 30-day nondriver's licenses for $6, requiring Department of Revenue to verify identity and citizenship before issuing a standard nondriver's license.

Standard nondriver's licenses expire on the applicant's birthday in the sixth year after issuance, or are nonexpiring for U.S. citizens who have passed their seventieth birthday.

Allows U.S. citizens to obtain driver's or nondriver's licenses without photographs for religious reasons, if they provide notarized verification from a religious member and proof of 5 years U.S. citizenship and 1 year state residency.

Requires Department of Revenue to maintain photographs of applicants who receive licenses without facial photos printed on them.

Establishes that driver's and nondriver's licenses cannot be issued for periods exceeding an applicant's lawful presence in the United States, effective July 1, 2005.
