Voids and renders unenforceable any covenant in public or private construction contracts requiring a party to indemnify, hold harmless, insure for liability, or defend another person against claims caused by that person's own negligence or wrongdoing.

Permits indemnification agreements for a party's own negligence or wrongdoing and for negligence or wrongdoing of that party's subcontractors and suppliers of any tier.

Allows requiring another person to be named as an additional insured in a liability insurance contract for coverage of the party's own negligence, but voids requirements to add another person as an additional insured for that person's own negligence or wrongdoing.

Permits contracts requiring purchase of project-specific insurance policies such as owner's protective liability, contractor's protective liability, project management protective liability, or builder's risk insurance.

Provides exceptions for contracts between governmental agencies, between private parties and government entities for public property use, construction bonds, and railroads regulated by the Federal Railroad Administration, with the effective date changed from August 28, 1999 to August 28, 2013.
