Creates new offense of unlawful possession or use of a firearm during commission of a felony for persons with prior felony convictions who possess, display, brandish, threaten to use, attempt to use, or discharge a firearm during a subsequent felony

Establishes mandatory minimum consecutive sentences of 10 years for firearm possession during felony, 20 years for displaying/brandishing/threatening to use a firearm, and life imprisonment for discharging a firearm

Applies to any person previously found guilty or who pleaded guilty/nolo contendere to a prior felony offense, regardless of whether firearm use is an element of the subsequent felony

Defines firearm as any weapon designed or adapted to expel a projectile by explosion, and possession as carrying on person or having within immediate physical reach with ready access and intent to use

Excludes law enforcement officers and United States military personnel performing lawful duties or traveling to/from their places of employment
