Repeals and reenacts section 59.319, RSMo, regarding recorder fees and their distribution.

Maintains existing $4 user fee per recorded instrument, with $2 retained by recorder for record storage and preservation and $2 forwarded to state for land survey fund ($1), local records preservation ($1), and housing trust fund allocation.

Adds new $4 fee for second and third class county recorders only, with $2 deposited to county general revenue for economic development, transportation, and planning activities, and $2 transferred to regional planning commissions for regional planning activities.

Creates Missouri Land Survey Fund as permanent, non-lapsing account for land survey purposes with investment income retained in the fund.

Establishes automatic sunset date of August 28, 2023, for the second and third class county recorder fee program under Missouri Sunset Act provisions.
