Repeals sections 210.201, 210.211, 210.221, 210.254, and 210.258 of Missouri law and enacts revised versions relating to child-care facility licensing and regulation.

Removes the exemption for child-care facilities operated by religious organizations from state licensing requirements, making such facilities subject to licensure by the Department of Health and Senior Services like other facilities.

Eliminates the "notice of parental responsibility" requirement that was previously mandated for religious organization child-care facilities, including disclosures about fire/health inspections, staff ratios, and background checks.

Removes prohibitions that prevented the state from interfering with religious organization child-care facility operations, including restrictions on regulating curriculum, personnel selection, enrollment policies, and corporal punishment policies.

Retains exemptions from licensure for facilities operated by school systems, home schools, religious worship services child care, and facilities operated by guardians or legal custodians caring for four or fewer children.
