HB 5 Summary

• Appropriates funds for fiscal year July 1, 2013 to June 30, 2014 for the Office of Administration, Department of Transportation, Department of Public Safety, and other state agencies totaling approximately $884.8 million in employee benefits and $284.2 million in administration costs.

• Provides $273.6 billion to the Information Technology Services Division with restrictions prohibiting expenditures for driver license document scanning/retention systems and photo validation systems, except where federally required.

• Allocates $370 million for state employee health insurance through the Missouri Consolidated Health Care Plan and $323.4 million for state employee retirement contributions to the Missouri State Employees' Retirement System.

• Transfers $525 million between funds for cash-flow assistance, with provisions requiring repayment plus interest and notification to legislative leadership before using non-General Revenue sources.

• Restricts appropriations to exclude travel and staffing costs for the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, and Attorney General offices.
