Replaces automatic lapse of unaccredited school district corporate organizations with state board of education review to either allow continued governance by existing school board under conditions or determine alternative governance structures.

Requires department of elementary and secondary education to conduct at least two public hearings in unaccredited districts to review plans for returning to accredited status, offer technical assistance, and coordinate community resources.

Establishes that special administrative boards appointed for unaccredited districts must have at least five members (majority residents of district) and grants them authority to operate the district until it achieves provisionally accredited status for two consecutive years.

Authorizes special administrative boards to enter contracts with accredited school districts to deliver educational programs and allows students graduating from contracted schools to receive diplomas from the accredited district.

Declares the act an emergency measure effective upon passage and approval to provide immediate guidance on operations of unaccredited school districts.
