Increases the surcharge on all petitions for expungement from one hundred dollars to five hundred dollars, with collected money payable to the general revenue fund.

Expands eligible offenses for expungement to include any felony or misdemeanor offense of passing bad checks, fraudulently stopping payment, or fraudulent use of credit/debit devices under sections 570.120, 570.125, and 570.130.

Adds nonviolent misdemeanor offenses to expungement eligibility, excluding any offense requiring registration under sections 589.400 to 589.426.

Reduces the waiting period for misdemeanor expungement from ten years to five years since completion of sentence, probation, or parole.

Requires petitioners to provide fingerprints on a standard fingerprint card for identification purposes and submit detailed petition information including personal identifiers, offense details, arrest dates, and case numbers.
