Adds definition of "mobile electronic device" as a small handheld computing and communication device with a display screen with touch input or miniature keyboard to section 303.020.

Requires insurers to issue verification of insurance coverage to a mobile electronic device upon request of the insured in section 303.024.

Allows evidence of financial responsibility to be provided using a mobile electronic device in lieu of a physical insurance identification card when stopped by law enforcement.

Specifies that motor vehicle liability insurance policy, binder, receipt, or verification of coverage on a mobile electronic device constitutes satisfactory proof of insurance.

Establishes penalties: class D felony for knowingly producing or distributing fraudulent insurance identification cards; class B misdemeanor for knowingly possessing a fraudulent card.
