Repeals and replaces section 34.042 (competitive proposal requirements) and creates new section 34.049 authorizing reverse auctions for state purchases.

Exempts reverse auctions from standard competitive proposal advertising and notice requirements that apply to purchases of $25,000 or more.

Requires all bid criteria to be established before reverse auction bidding begins, and all participating vendors must meet requirements at the time of bidding.

Permits participating vendors to view the best price offered at all times during the reverse auction process.

Limits reverse auction use to large quantity purchases of highly standardized, readily available commodities where price and obtainability are the only selection factors and a reasonable number of qualified competitors exist.
