Establishes a "Joint Committee on the Tenth Amendment" composed of 6 Senate members appointed by the Senate President Pro Tempore and 6 House members appointed by the Speaker of the House.

Committee shall identify proposed federal legislation that infringes on Missouri's state sovereignty under the Tenth Amendment to the United States Constitution.

Committee shall advise the General Assembly on state legislation necessary to preserve Tenth Amendment principles and refer cases to the Attorney General when federal government overreaches beyond enumerated congressional powers.

Attorney General is authorized to seek appropriate legal relief to preserve the state's sovereignty when cases are referred by the committee.

Committee shall hold an annual meeting to elect a chairperson and vice chairperson, with administrative support provided from existing resources and subject to appropriation.
