State Board of Education shall designate a staff person to oversee educational programs for gifted and talented children, with responsibility for developing an approval process by September 1, 2014.

Designated staff person shall maintain written descriptions of all gifted and talented programs in the state, collect annual learning growth data from schools and districts, identify funding sources, and serve as the primary contact for program supervisors, parents, and stakeholders.

State Board of Education may perform additional administrative functions including supervision, quality assurance, compliance monitoring, personnel standards establishment, and professional development for teachers and administrators.

Advisory Council on the Education of Gifted and Talented Children created with seven members appointed by the commissioner of education for staggered four-year terms (initial appointments of 1, 2, 2, and 2 years).

Commissioner of education shall seek council advice on all state board rules and policies related to gifted and talented education; state board shall provide staff liaison and clerical support for council operations.
