Creates the "Neighborhood Watch Fund" in the state treasury with annual disbursement capped at $10 million to fund neighborhood watch organization creation and establishment.

Fund moneys distributed to counties, cities, towns, political subdivisions, or wards of cities not within a county through an application process administered by the Department of Public Safety director.

Priority given to areas in the top 25 percent of counties by overall crime rate according to the most recently available state highway patrol uniform crime reporting program.

Director of Department of Public Safety establishes application procedures and makes disbursement determinations; may promulgate rules under chapter 536 authority.

Fund designated as dedicated fund with unspent biennial balances retained rather than reverted to general revenue; state treasurer serves as custodian and invests moneys with interest credited to the fund.
