Repeals and re-enacts section 571.030 regarding unlawful use of weapons, clarifying criminal penalties for various firearm offenses including concealed carrying, discharging firearms in prohibited locations, and carrying firearms into schools.

Adds new exemptions for certain officials including full-time fire investigators and fire department chiefs with valid concealed carry endorsements to carry firearms when performing official duties.

Allows state employees to have firearms in locked vehicles on state property while conducting work-related activities, provided the firearm is not visible.

Creates section 571.067 requiring counties and municipalities to obtain prior authorization through resolution or ordinance before participating in firearm buyback programs, and mandates that surrendered firearms be offered for sale to licensed dealers with proceeds going to the governmental body.

Establishes legislative intent promoting responsible gun ownership, parental supervision of minors with firearms, reporting of stolen firearms, and enforcement of state gun laws.
