Repeals and replaces section 512.180, RSMo, to establish new procedures for appeals in civil cases tried before associate circuit judges and municipal court judges.

Allows parties aggrieved by final judgments in civil cases tried without a jury before associate circuit judges (excluding probate division) to choose either a trial de novo or direct appeal to the appropriate appellate court.

Requires that a record be kept in all other contested civil cases before associate circuit judges, misdemeanor cases, or county ordinance violation cases, with appeals on that record going to the appropriate appellate court.

Permits judges to create records using stenographic, electronic, magnetic, or mechanical sound or video recording devices in compliance with Supreme Court rules.

Prohibits dismissal of appeals based on lack of jurisdiction and requires improper appeals to be transferred to the court having proper jurisdiction or venue.
