Repeals and replaces section 115.601 of Missouri Revised Statutes relating to vote recounts.

Candidates or ballot question positions defeated by less than one percent of votes cast may request a recount for elections filed with local election authorities.

For elections filed with the Secretary of State, the threshold is lowered from one percent to one-half of one percent of votes cast to qualify for a recount.

Secretary of State must appoint neutral observers from lists submitted by both parties, who are registered voters and receive election judge pay, to conduct and report on the recount within twenty days.

Defines "recount" as one additional counting of all votes cast for the office or question at issue.
