• Establishes the Career and Technical Education Advisory Council with 11 voting members appointed by the governor to oversee career and technical education programs, student organizations (FFA, DECA, FBLA, etc.), and make annual recommendations to the state board of education.

• Expands the definition of "eggs" to include shell eggs from turkeys, ducks, geese, and guinea fowl (previously only chicken eggs), all intended for human consumption.

• Creates Urban Agricultural Zones (UAZs) in metropolitan areas to support grower operations, livestock processing, and food vending businesses, with property tax exemptions for up to 25 years and local sales tax revenue dedicated to school district agricultural education programs.

• Authorizes University of Missouri Extension councils to form extension districts and levy property taxes up to 30 cents per $100 of assessed valuation for extension programming, subject to voter approval.

• Increases various agricultural testing and inspection fees including liquefied petroleum gas meter testing ($25-$75), weights and measures calibration, and wastewater treatment permits.
