Repeals section 301.216, which previously authorized department investigators to be licensed as peace officers under chapter 590 to enforce provisions related to licenses, fees, and taxes

Expands the definition of "law enforcement officer" in section 301.562 to include any peace officer certified under chapter 590 (not just department employees) for purposes of securing suspended or revoked licenses and license plates

Establishes that failure to surrender a suspended or revoked license or distinctive number plates upon demand by the director or any law enforcement officer is a class A misdemeanor

Maintains existing grounds for license refusal, suspension, and revocation under sections 301.550-301.573, including criminal convictions, fraud, violations of motor vehicle laws, and failure to maintain bonding or a place of business

Provides for administrative hearings before the director with expedited procedures for clear and present danger situations involving bond expiration, failure to maintain a business location, or multiple violations
