Creates the "Informed Growth Act" requiring municipalities to mandate comprehensive economic impact studies for large-scale retail developments (75,000+ square feet of gross floor area).

Applicants must pay a $40,000 fee to the Department of Economic Development, which covers the study costs, municipal expenses, and departmental administration (not to exceed $1,000).

Studies must analyze 11 factors including effects on existing retail operations, employment, wages, municipal revenues, municipal service costs, and public subsidies within the comprehensive economic impact area.

Municipal reviewing authorities may only issue permits if they determine there is no "undue adverse impact," defined as overall negative effects outweighing positive effects and at least two specific factors showing net negative impacts.

Studies must be completed within four months by a qualified preparer (mutually selected or chosen by the municipality), with public hearings required and notice provided to abutting municipalities and nearby property owners.
