Prohibits manufacturing, processing, or distributing products containing more than 0.1% of pentaBDE or octaBDE beginning January 1, 2015

Bans mattresses, furniture, and residential products with textile components containing decaBDE, and electronic devices with exterior casings containing decaBDE, effective January 1, 2015

Exempts used product sales, OEM replacement parts made before the law's effective date, recycled materials, vehicles, and medical devices from the restrictions

Requires manufacturers to notify retailers of the requirements by January 1, 2014, and provides liability protections for retailers who unknowingly sell prohibited products

Establishes fines of $10,000 to $25,000 per violation and requires state agencies to submit reports by January 2, 2015 and February 28, 2015 on decaBDE health and environmental impacts
