Requires persons under 21 years of age operating or riding as passengers on motorcycles or motortricycles to wear protective headgear meeting director-established standards, while exempting those 21 and older from this requirement.

Establishes penalties for operating motorcycles without proper licensing: first violation up to $300 fine, second violation up to $1,000 fine and/or up to one year jail time, and third or subsequent violations as a class D felony.

Allows temporary motorcycle instruction permits to be renewed two additional times for a maximum total permit period of 18 months, up from the previous six-month period.

Restricts operators under 16 years old with temporary permits to motorcycles with engine displacement not exceeding 250 cubic centimeters, daytime-only operation, no passengers, and travel within 50 miles of home address.

Eliminates court costs and license points for violations of the headgear requirement for riders under 21.
