Requires parents/guardians in metropolitan or urban school districts with more than 400,000 inhabitants to enroll children in public, private, parochial, or parish schools by age five, beginning in the 2014-15 school year.

Exempts families intending to provide home school instruction that complies with state requirements including at least 1,000 hours of annual instruction with 600 hours in core academic subjects.

Maintains existing home school provisions allowing parents to maintain records, portfolios, and evaluations as evidence of regular instruction for children ages seven through sixteen.

Specifies that home school education enforcement and records are subject to review only by the local prosecuting attorney.

Preserves religious school autonomy by prohibiting state departments and agencies from dictating curriculum to private, parochial, parish, or home schools.
