Repeals and reenacts section 337.500 of Missouri Revised Statutes regarding definitions for licensed professional counselors.

Adds "diagnosis" to the list of counseling techniques and procedures based on principles for assessing, understanding, or influencing behavior.

Clarifies that professional counseling includes verbal or nonverbal techniques based on principles of learning, conditioning, perception, motivation, thinking, emotions, and social systems.

Specifies that nothing in the counseling licensure law mandates insurance benefits or third-party reimbursement for professional counselor services.

Defines "provisional licensed professional counselor" as a person with a master's degree in counseling who meets all requirements except supervised counseling experience and works under qualified supervision.
