Enacts "Nathan's Law" to amend licensing requirements for child-care facilities under sections 210.211 and 210.245.

Modifies exemption for unlicensed family child care to count related children only if the caregiver is also caring for at least one unrelated child, and excludes school-age children from the count.

Requires all child-care facilities to disclose their licensure status to parents and prohibits unlicensed facilities from representing themselves as licensed.

Establishes penalties including infraction with up to $200 fine for first offense and Class A misdemeanor with daily fines up to $10,000 total for subsequent violations of child-care licensing laws.

Grants the Department of Health and Senior Services authority to immediately close illegally operating unlicensed child-care facilities and allows prosecutors to seek permanent closure orders.
