Repeals and replaces Section 513.623, RSMo, establishing the "School Safety Trust Fund Act"

Directs clear proceeds from property sales under the Criminal Activity Forfeiture Act to be distributed annually in three equal parts: one-third to the Department of Mental Health for increasing institutional capacity for persons with mental illness adjudged dangerous to themselves or others

Allocates one-third of proceeds to the Department of Public Safety for grants to law enforcement agencies to fund armed police officers in public schools, including DARE programs and school resource officers, with preference for agencies with successful criminal forfeiture seizures

Directs one-third of proceeds to the Department of Elementary and Secondary Education for grants to public school districts exclusively for enhancing school security against armed intruders

Authorizes the three departments to promulgate rules implementing this section in compliance with Chapter 536 of Missouri law
