Repeals and replaces section 115.115, RSMo, relating to polling place designations and accessibility requirements.

Requires each local election authority to designate the county clerk's office as the polling place for all registered sexual offenders who reside within the jurisdiction.

Mandates that each local election authority notify registered sexual offenders that they may vote by absentee ballot if unable to vote in person at the county clerk's office.

Maintains existing requirements for polling place consolidation, color-coded ballots for multi-subdivision precincts, accessibility standards for voters with disabilities, and development of a comprehensive polling place accessibility plan under the Help America Vote Act of 2002.
